Bill is also an expert in mobilizing the emergent advocacy, voting and fundraising power of California’s Asian Pacific American communities. As a result, he has established unparalleled relationships with federal, state and local Asian American elected officials and community-based organizations throughout the state.

In his various capacities, he has played a role in major darkhorse election victories such as Judy Chu’s successful special election campaign for Congress in California (2009), John Chiang’s bid for California State Controller (2006), Paul Fong’s bid for State Assembly (2008), Warren Furutani’s bid for State Assembly (2007), and Mike Eng’s bid for Assembly (2006). He also worked directly in organizing Asian Pacific American support that contributed to victories for the “No on Prop. 54”, “Yes on Prop. 55”, and “Yes on Prop. 39” campaigns. In addition, he has played a key role in facilitating the appointment of Asian Pacific American leaders to state and federal judicial and administrative positions.

Bill has over twenty years of legislative experience that includes five and a half years as Chief of Staff to State Assembly Member Judy Chu who eventually became the chair of the powerful Assembly Appropriations Committee, Chief of Staff and Press Secretary to State Senator Hilda L. Solis who won a historic campaign for U.S. Congress in 2000, and Legislative Director to State Assembly Member Mike Honda.

During his tenure in the Legislature, Bill successfully developed and guided to passage millions of dollars in state budget funding for essential health and human services programs and groundbreaking legislation on Asian and Pacific Islander issues, revenue and taxation policy, and hate crime enforcement. Mr. Wong also worked over three years as a registered contract lobbyist where he represented community-based consumer organizations and labor interests on legislation relating to taxation, health, child support, domestic violence, public utilities, rent control, and toxics.

Other notable political and legislative experience includes work coordinating the transition for State Controller John Chiang in 2006-07 and coordinating his inauguration, chairing the Judy Chu Board of Equalization Inaugural Committee, serving as Sacramento Regional Coordinator for Kerry Edwards in 2004, serving as Chief Consultant to the California State Senate Subcommittee on Asia Trade and Commerce, serving as Associate Committee Consultant to the California State Senate Committee on Housing and Urban Affairs; and coordinating the statewide field outreach for Proposition 167 in 1992.

He earned his Bachelor of Arts degree in Political Science and a minor degree in Asian American Studies at the University of California at Davis. He has also served as a guest lecturer for the University of California at Davis.

Bill has also received numerous awards for community service, including: 2008 Asian Pacific Community Counseling Community Hero Award, 2007 Asian Enterprise Magazine Special Advocate of the Year Award, 2007 Asian Pacific Islander Capitol Association Unsung Hero Award, California State Assembly Resolutions (Assembly Members Judy Chu, Mary Hayashi and Mike Honda), California State Senate Resolution (State Senator Hilda L.
